 Kazakhstan  Joined GMI in 2008 

Introduction

Kazakhstan joined the Global Methane Initiative (GMI) in 2008 and serves on the Coal Mines Subcommittee.

Kazakhstan has a wide-reaching set of policies and strategies to achieve climate adaptation goals and support methane emissions reduction activities. These measures will leverage ground-breaking technology to address methane in the waste, energy, agriculture, and livestock sectors. Kazakhstan is an active member of international collaboration efforts and partnerships to support global greenhouse gas emissions reduction targets and make progress toward achieving climate resiliency.

Kazakhstan is currently active on the Coal Mines Subcommittee.

Finland is currently active on the Steering Committee and the Biogas Subcommittee.


Methane Emissions Summary

Kazakhstan has not published methane emissions data.    

According to data from the U.S. Environmental Protection Agency's Global Non-CO2 Greenhouse Gas Emission Projections & Mitigation Potential: 2015-2050, methane emissions trends in 2024 reached 45.66 million metric tons of CO2 equivalent (MMTCO2e), with significant emissions from the coal mines sector.

Methane Commitments and Plans

Kazakhstan has a national plan and long-term multi-sectoral strategies to achieve methane emissions reductions.

National

  • Kazakhstan’s 2023 Nationally Determined Contributions (NDC) documents the climate adaptation measure that Kazakhstan will take to achieve its goal to reduce greenhouse gas emissions by 15% by 2030, which includes reducing methane emissions from livestock and agriculture activities.
  • The Eighth National Communication and Fifth Biennial report on Climate Change, published in 2022, provides a comprehensive update on the status of climate targets in Kazakhstan. The report includes a summary of methane emissions trends across the agriculture, energy, waste, and livestock sectors.

International

Kazakhstan participates in numerous collaborative international efforts to implement climate action across the world. 
  • In December 2023, the U.S. and Kazakhstan released a joint statement on accelerating methane mitigation in support of the goals established by the Global Methane Pledge. The statement affirms support for methane reduction priorities in Kazakhstan including the capture and utilization of coal mine methane, use of satellite technology to monitor methane emissions, reducing methane leakage, and increasing private sector investment in methane reduction projects.
  • Kazakhstan joined the Global Methane Pledge in 2023, agreeing to take voluntary actions to contribute to a collective effort to reduce global methane emissions by 30% from 2020 levels by 2030.
  • Kazakhstan joined the Climate and Clean Air Coalition (CCAC) as a partner in 2023.
  • Kazakhstan participates in the International Methane Emissions Observatory’s Methane Alert and Response System, which utilizes cutting-edge methane detecting satellites to identify major emissions events and notify relevant parties. Data from the Methane Alert and Response System is used to inform countries and industry stakeholders about methane emission trends over time and helps inform mitigation targets and climate policy.
  • In 2023, Kazakhstan adopted the Strategy on Achieving Carbon Neutrality by 2060, which implements a diverse set of climate strategies that include methane emissions reduction goals.

Biogas Sector

  • Article 300 of Kazakhstan’s Environmental Code establishes requirements for reducing methane emissions from landfills. (2021)

Coal Mines Sector

  • Article 94-10 of Kazakhstan’s Environmental Code establishes requirements on the utilization of coal mine methane to support emissions reductions. (2021)
  • Kazakhstan participates in the United Nation’s Partnership for Action on Green Economy program, which implemented a range of climate measures to support the country’s green economy transition, including a coal phase out and an increase in renewable energy as a power source.
